Terms of Reference for the Local Area Strategic Partnership for SEND and Alternative Provision
1. Purpose of the partnership
a) The Partnership will take responsibility for the strategic oversight of local area partnership arrangements for children and young people with SEND, including the development of SEND strategic plans and improving outcomes.
b) In fulfilling this remit, the Partnership will monitor (through data/outcomes analysis, regular reports, progress updates and surveys) and evaluate the impact of services for children and young people with special educational needs and/or disabilities 0-25 years (SEND).
c) The Partnership will provide direction to appropriate services on any areas where it has identified improvements are needed; as well as recognising and celebrating best practice and successful outcomes.
d) The Partnership will seek to ensure that the views of children and young people with SEND and their parents/carers are considered in the design of services that truly meets their needs, and to ensure effective engagement and co-production takes place.
e) The Partnership will focus on the contribution of education, social care and health services to children and young people with special educational needs and/or disabilities, as set out in the Children and Families Act and SEND Code of Practice.
f) The Partnership will support and advise on strategic commissioning arrangements across education, health and social care in relation to service design and delivery of SEND provision.
g) The Partnership will take responsibility for the development, monitoring and updating of the SEND SEF in relation to the SEND local area inspection framework, as well as associated action plans.
h) The Partnership will oversee the DFE Change Programme requirements and support any required practice improvements.
2. Chair
a) The Chair is the Director of Children and Young Peoples Services for Calderdale Council – Julie Jenkins. Rhona Radley Deputy Director of Improvement – Calderdale Cares Partnership is the vice chair.
b) In the absence of the Chair the Vice Chair will take responsibility for chairing of the Partnership.
3. Membership
See table above
Core membership will be as follows, and members are responsible for nominating a representative to attend on their behalf if they are unable to.
4. Frequency of meetings
The Group will meet on a half-termly basis.
5. Accountability and reporting arrangements
The Group will report via the chair to:
- Health and Wellbeing Board
- The Chair of the Group will bring relevant issues to the attention of Elected Members and the Calderdale Cares Partnership as appropriate.
6. Quorum
The Group will be considered quorate when over 50% of its core membership is present.
